Mr. Xavier Mugari joined the Southern African Development Community Accreditation Service (SADCAS) in May 2019 as Quality Manager, where he is responsible for the management, maintenance, and continual improvement of the SADCAS Quality Management System (QMS), ensuring sustained compliance with ISO/IEC 17011 as well as the requirements of AFRAC, SADCA, ILAC, and IAF.
He possesses extensive experience in the design, implementation, and governance of quality management systems across healthcare and conformity assessment environments. Prior to joining SADCAS, he served as a Quality Management Systems Consultant with the Clinical and Laboratory Standards Institute (CLSI), where he contributed to the development, strengthening, and harmonization of quality systems in medical laboratories across Southern, East, and West Africa.
Mr. Mugari is a qualified AFRAC Peer Evaluator and a registered SADCAS Team Leader and Technical Assessor for ISO 15189 assessments. He is also a registered trainer for ISO 15189 and ISO/IEC 17025 international standards, with demonstrated expertise in capacity building and competency development within accreditation frameworks.
He holds a Master of Business Administration (MBA) from the University of Zambia (UNZA), where his research investigated the relationship between Total Quality Management (TQM) and ISO 9001–based systems in enhancing patient satisfaction within healthcare organizations. He also holds a Bachelor of Medical Laboratory Sciences (Honours) degree from the University of Zimbabwe (UZ), and has completed a one-year programme in Total Quality Management at the University of South Africa (UNISA).
His research interests encompass the development, operationalization, and application of quality indicators—including the establishment of robust measurement frameworks, data collection methodologies, and performance benchmarking approaches—as well as the development and optimization of QMS models and frameworks that facilitate continual improvement, enhance organizational performance, and advance long-term sustainability.
